The Mandatory Response Program is a process established by a Palo Alto Ordinance. This program provides special conciliation and mediation services for tenants and landlords. It applies to rental properties where the landlord owns or operates two or more rental units in the city of Palo Alto.
The disputes covered are:
- rental increases
- deposits
- repairs and maintenance
- utilities
- occupants
- parking and storage facilities
- privacy and quiet enjoyment
Under this program, the parties will first be offered telephone conciliation, conducted by an impartial conciliator. If the parties cannot agree on a resolution, both parties will be required to attend a meeting to listen to an explanation of the mediation process. A trained, experienced mediator will conduct this meeting, scheduled at the parties’ mutual convenience. The parties are not required to complete the mediation; any decision to resolve the dispute is the voluntary choice of the parties.
